CHEAP Indoor Portable Light (LED or Not) for Growing plants at 100 degrees?

I need the very cheapest PORTABLE *not a permanent wall fixture* that will light and heat a plant to about 100 degrees Fahrenheit.
Don't care the energy usage.

The cheapest light would be an incandescent bulb, but then the question is how do you power it, if you want it to be portable. LEDs are not initially the cheapest option, but their lower power consumption means they are easily battery powered. You could get two LED Light Bars--one with red light and one with blue light since those are the colors plants use to grow--and power them both with a rechargeable 12V battery and you'd have a great, long-lasting portable light source. (Also the amount of heat the plant receives is not as important as the frequencies of the light, so the red and blue.)
