there is no way that people are going to buy intricate expensive lighting systems that take up your whole closet, or half your room and stink up the entire place with a loud ballast making noise all day/night. or grow it in their backyards where their neighbors can see (those who have backyards, MANY people don't and that right there would be a market).
and on top of that growing marijuana is not easy, i've done it!! it's expensive, and a huge 4 month hastle. people would much rather go to a corner store and pay 5 bucks (yes 5 bucks because price goes down once things are legalized) to pick from an array of pot bags that have different effects etc...
They won't tax it because "they" choose to keep it illegal.
