How do you check a ballast on a fluorescent light fixture?
Tiger and thinker are both right. Although occasionally the starter is bad, it's usually the ballast. If you're comfortable with electrical work then take the old ballast with you to a home repair place and get a replacement. Usually takes me about 20 minutes to replace one including everything.
